Chris Bliley, Director
As Director at The Nussle Group, Mr. Bliley’s provides legislative and executive branch strategic advice to the firm’s clients. He uses his vast experience within the legislative process to assist clients in areas such as energy, the environment, regulation, taxes, health care, budget process, telecommunications and homeland security.

Mr. Bliley provides a unique combination of qualifications to the firm’s clients with experience that includes fifteen years in and around the federal government. An expert on the legislative and executive branches of government, with process, with a bi-partisan network, Mr. Bliley uses his experience to achieve successful results in Washington.

Most recently, Mr. Bliley served as the Associate Administrator of the United States Environmental Protection Agency (EPA), leading the Agency’s Office of Congressional and Intergovernmental Relations. As a member of EPA’s senior leadership team, Mr. Bliley directed a team of sixty government professionals and gained critical insight into the workings of one of the federal government’s most pivotal entities. He was the Agency’s principal advocate to Congress and to all of the fifty state governments and provided key strategic input on all of the Agency’s regulatory and legislative matters.

He directed the Agency’s formal positions on pending legislation, coordinated witness testimony and appearances before Congressional committees, and directed the Agency’s response to all oversight inquiries. Mr. Bliley was directly involved in some of the most challenging matters

Previously, Mr. Bliley served as Chief of Staff and Legislative Director to Congressman Jim Nussle for six years. As the key policy advisor to the Congressman, Mr. Bliley developed policy and legislation to help communities, businesses and constituents.

Prior to his career in public service, Mr. Bliley served as Director of Government Affairs for the Smokeless Tobacco Council. There he directed a team of consultants both at the federal and state level to advocate key positions for the association – honing critical skills of coalition building, messaging and the legislative process.

Mr. Bliley received his B.A. in Foreign Affairs and History from the University of Virginia.
